So how does a lawsuit like that work? If that person was not taking part in RAGBRAI and just happened to get hurt on that road, would the county be liable? Are roads supposed to be maintained at a level that keeps bike traffic safe? If I hit a pothole on the way home while riding my bike and do an endo onto my head, would the city of Omaha be liable?

Honestly, I don't know. But I don't think many counties take bike safety into account when they decide what level of maintenance they need to do on their roads. Nor do I think most counties can afford to keep roads maintained at a level that keeps bikers completely safe.
